Andrew Lee
Managing Director
Andrew is the Managing Director and founder of Horizon Point.
He has over 20 years’ experience in leadership roles in the public sector and member-based organisations and has been working as a consultant since 2019.
He has a strong interest in de-mystifying risk management, project management and strategy and providing practical advice on these fundamental leadership and management practices.

National regulatory reform projects
Andrew is a former senior public servant and policy adviser with expert knowledge of government and regulatory affairs, including intergovernmental relations. He has practical experience as a project executive, working in a PRINCE2/Agile environment on business improvement projects involving complex legislative, ICT, Human Resources, procurement and corporate reputational issues. Andrew also has experience of managing large teams within the public sector and leading change management initiatives.
Andrew has certifications in Risk Management Standard ISO 31000, and PRINCE2. He is a State Councillor (WA) of the Governance Institute of Australia, a member (and previous State Councillor) of the Institute of Public Administration (WA) and a member of the Risk Management Institute of Australasia. He has a PhD (History) from the Australian National University and a BA Hons (1st) from the University of Western Australia.
Ilker Camgoz
Associate Consultant
Ilker is an organisational consultant specialising in leadership and work design. His experience includes supporting organisations with their recruitment and onboarding processes, and employee experience. He also conducted user experience research for digital platforms. Ilker has a Bachelor’s degree in Psychology and Media and Visual Arts (double degree), and a Master’s degree in Industrial and Organisational Psychology. He is currently studying for a PhD in management.
Kellie Houlahan
Consultant
Kellie is an accomplished professional with extensive experience within the public sector in senior management roles. She has managed project teams and business units and is an experienced project manager, with a proven track record in developing, managing and delivering complex business improvement projects.
Kellie delivers results through her outcome-focused approach and collaborative style and partners with Horizon Point to share her experience and success in project management, business management, strategic and business planning, policy development and stakeholder and communications management.
Kellie has a Graduate Certificate in Business (Management and Leadership) from Curtin University, a Diploma of Project Management and Bachelor’s Degrees in Commerce and Arts. She is also a graduate of Leadership Western Australia’s Signature Leadership Program.
Brendon Jarvis
Consultant
Throughout his 35 year career in the IT industry, Brendon has held a range of senior management roles with service providers and within large commercial organisations.
He has held executive management roles in several IT Services organisations covering aspects of both sales and service delivery including responsibilities General Manager for Strategic Growth, Outsourcing/Managed Services, Strategic Consulting Services, Infrastructure and Application based projects, Business Governance and Executive Relationship Management of key client accounts.
In the consulting marketplace Brendon has managed and delivered a broad range of IT Services engagements covering Strategic Business and IT Consulting, Cloud Strategies, IT Governance, Application Development and Support, Systems Integration and IT Outsourcing.
He has considerable experience in market sectors including Local and State Government, Mining and Resources, Oil and Gas, and Finance.
Lisa Jooste
Consultant
Lisa is a registered Psychologist with an interest in organisational psychology and workplace wellbeing. She has over 20 years’ experience in the public sector, not-for-profit organisations, and academic settings. Lisa has expertise in research and data analysis which she brings to organisational reviews and interventions.
Gerard Ng
Consultant
Gerard is a Governance, Risk and Compliance professional with extensive experience in the financial services industry. He had worked as a prudential regulator supervising ADIs (Authorised Deposit Taking Institutions) general insurers and superannuation funds before transitioning to the private sector with a number of financial service providers, regulated entities and member-based organisations. From a risk governance perspective, his roles have cut across a broad spectrum of hands-on vs people/team management, greenfield vs established practice, small vs large entities, and resource rich vs resource challenged with regards personnel, funding, etc.
Gerard partners with Horizon Point to share his experience and success in aligning Risk Governance structures and Risk Management Frameworks with strategic objectives, ensuring that Risk Appetite and Risk Culture expectations are met, and operationalising Risk Management Strategies across business lines to add and protect value.
Gerard has an MBA and Masters of Accounting from UWA, and a Bachelor’s Degree in Electrical Engineering from Queen’s University in Canada.
Magnus Stensson
Consultant
Throughout his 25 years as an IT consultant, Magnus’ focus has been on the end-user, working closely with clients to ensure solutions not only meet functional requirements but also provide a good user experience. He is analytical and methodical, using practical skills and experience to guide organisations to make the right decisions in their digital transformation journey. Most recently he has implemented and supported a range of Microsoft Power Platform applications, including Project Management and Dynamics CRM.
Magnus has extensive experience in a wide range of business functions and industries, including Government, Energy & Resources, Finance, Health, Transport and Logistics. He also has strong regulatory knowledge, working for state government departments on policy implementation, legislative requirement changes, Ministerial briefings, and ISO 9000, and ISO 27000 quality assurance and compliance audits.
Magnus has a Master of Business Studies (Linnaeus University), is a Certified Business Analysis Professional (CBAP), Project Management Professional (PMP), and PRINCE2 Professional, with additional certifications including UI/UX, Change Management, Six Sigma, and Scrum.
Karen Taylor
Consultant
Karen has 30 years’ experience in consultancy, senior management and executive positions working with high-calibre Boards, CEOs and management teams.
She specialises in working with Boards on building their governance and leadership capabilities, developing stakeholder engagement and communications strategies, risk management frameworks and aligning strategy, operational plans and organisational values.
Karen partners with Horizon Point to share her considerable experience in Not-for-Profits, Incorporated Associations and the Independent Education sector. Karen is also an experienced trainer and mentor and was a Facilitator of a multi award winning Leadership Course for La Trobe University.
Karen has an MBA from La Trobe University, Melbourne, the AICD Company Director’s Diploma, Governance Institute Certificate and has completed the Lean Six Sigma Yellow Belt.
George Wilkinson
Consultant
George is a management consultant and project manager with seventeen years’ experience working in strategy execution, facilitation and business analysis. George is implementation oriented and passionate about partnering with clients to create value. He has successfully operationalised strategy in a variety of settings including healthcare, the public sector, resources, agriculture, finance, and higher education. George has an MBA from the University of Cape Town and a Bachelors Degree from the University of California, Berkeley.
